$40M Development Will Provide Affordable Homes and Onsite Health Services for Seniors
A much-needed affordable housing project in Chula Vista is officially underway, offering hope for seniors searching for low income senior living in San Diego. The Retirement Housing Foundation (RHF) and Community Congregational Development have broken ground on Congregational Place, a $40 million apartment community at 305 E Street in Downtown Chula Vista.
This seven-story building will feature 56 one-bedroom apartments designed for seniors 55 and older. Half of the apartments will be reserved for residents with mobility impairments, while additional units will be set aside for tenants with hearing or vision challenges. Completion is scheduled for early 2026.

Affordable Senior Living With Built-In Health Services
A defining feature of this new community is its ground-floor PACE (Program of All-Inclusive Care for the Elderly) clinic, operated by San Ysidro Health. The 2,083-square-foot health center will serve both residents and local seniors, making Congregational Place a unique example of combining senior living with vital healthcare services.
The building also includes a parking garage, though fewer parking spaces were required because of its transit-oriented location near Downtown Chula Vista’s public transportation hub.
